The purpose of this article is to protect and promote the health, safety, welfare of the residents of Minneapolis, Kansas through the control and prevention of illegal dumping at the City compost site (as defined below).

It shall be unlawful for any person or persons to dump, deposit, throw or leave, or to cause or permit the dumping, depositing, placing, throwing or leaving of any item in violation of the rules listed in section 8-1003 below at the compost site which is managed by the City of Minneapolis, Kansas.

(a)   No dumping of garbage of any kind is allowed

(b)   No rocks are to be mixed in the brush or compost

(c)   All brush must be put on the brush pile, not the compost pile. Limbs must not exceed 8 (eight) feet in length and/or 6 (six) inches in diameter

(d)   No stumps or roots are allowed on the brush or compost piles

(e)   No metal is to be mixed with the brush or compost.

(f)   Lumber of any kind is not acceptable

(g)   Paint, tires or appliances are not to be deposited on the compost pile.

Only grass, leaves, limbs and biodegradable sacks may be deposited.

Any person who violates the provisions of this article shall be guilty of a violation for each offense and shall be subject to a fine of up to one hundred dollars ($100) dollars for each offense and the violator shall be made to remove the items he/she illegally dumped.

Any person who violates the provisions of this article three (3) or more times in a year shall be subjected to the provision of an enhanced penalty and shall be subject to a fine of no less than five hundred ($500) dollars for each offense.  For the purpose of this article, a year shall be defined as the period of January 1 to December 31.
