Effective April 10, 2014, there shall be assessed against every utility customer of the City of Minneapolis, Kansas, as hereinafter defined, an assessment of $6.21 (six dollars and twenty-one cents) per utility customer per month, which assessment is to be collected as part of the monthly utility bill and credited to the capital improvement fund of the City for the purpose of repaying debt issued on behalf of the City of Minneapolis Municipal Swimming Pool.

The $6.21 (six dollars and twenty-one cents) monthly charge shall not permit the utility customer or family members residing at the utility property free admittance to the City of Minneapolis Municipal Swimming Pool.

This charge is not meant to cover admission to any pool activities. The cost of daily admittance, swimming lessons, pool parties, lap swim and water aerobics will be assessed separately. The proceeds from this charge are to be used solely for the repayment of bonds used for pool improvements and the assessment of this charge shall discontinue when the bonds are paid in full.

For the purpose of this article, “utility customer’’ shall be defined as follows: utility customer property owner or lessee billed for municipal utility service.
